The Problem:
You try to use the merchant account features build into SBA such as:

customers/ credit card processing/ manage credit card processing

and you get locked into an endless loop of failing passport authentication.

The solution:
In Internet Explorer:

tools/ internet options/ delete cookies, delete temporary files (with delete all offline content checked), delete history.

Fixes my occasional problems with this and it should do the same for you!
